So over the last four days I've been slaving away on this image. On Monday I rage quitted attempting to come up with something for the Deviant Art Tomb Raider competition. The next day while composing a cover for Sovereign I start seeing the image as Lara instead of Aya and suddenly it turns into this. Adding to the experience. It's my first true Photoshop painting, over the usual line and cell shading I do. It's been fun, although the original design for the cover badly affected the final outcome. Aya's eyes were larger, lips were thinner, and after adjusting them the whole time they still came out inappropriately sized. There's a lot more I wanted to do, but seeing as there's only 12 hours left in the competition, and I'm not keen on staying up over night when work is in the morning, I compromised a fair amount. Overall the whole pic took roughly 23 hours to complete. That's, like, subtracting procrastination and everything.

Even with the white dot anomalies all over the page I think it appeals a lot more. The gradient sky definitely makes things pop out.
That said, have you had a look at GIMP for doing computer rendering? I've heard it works variably equal to Photoshop, minus a bunch of things.

Theres a ton GIMP cant do, but 95% of it can be gotten by downloading a plugin, and the other 5% isnt used anyways. Get GIMP if you want something free, easy to attain, use, and look just as good as anything else you can do.

This'll be hard to tutorialize in a manner of sentences (granted we're still talking about GIMP).
You should be able to fill in the background with whatever you want, and that will go all the way to the bleed (edges). I can't think of what GIMPs user interface looks like, but I'm assuming it'll give you a white canvas surrounded by grey. Imagine being able to extend everything beyond the white and into the grey.
So you could select a square area in the centre of the canvas, fill it with colour, then scale it outside of the canvas area. If you can get that done it'll better help you understand how the canvas works. It'd be a crime if there aren't youtube tutorials on this.
An example of layers can be made with the page panels. All my pages have one layer above all else dedicated to cells. That way anything else I draw goes directly beneath it and into their respective cells.
Life'll be a lot easier if you can sort out how to use GIMP. The seconds to minutes required using marker to fill in an area with colour will only be reduced toa single mouse click.

Did this initially as a character profile bit. Turned into something that didn't seem fitting for the job so now it's stand alone. She should consider investing in an umbrella.

what program do you use to create your speech bubbles?

Photoshop. Although my method has changed recently in constructing them rather than the long and arduous method I had going before.
Place the text anywhere, and then beneath it paint in a vague bubble in very light grey. Then paint a simple tail leading out and pointing to the character. It looks rough, yet good, and it's very quick to put together.

Original paint has speech bubbles, oddly enough. Then you can drag it into GIMP/Photoshop and what what you want with the.

Surely you've done more than this on your time away, N/a?
As a 'Throw-away cop,' does that mean she dies within ten seconds of stepping into the scene?
