Playing the game and reading the books gives me a very good idea of how big the city is, and how big the buildings are, and a general geological location where it would be. But I can't help but see images depicting a big city, with skyscrapers and major highways. That's just, no, not Raccoon City.
Raccon city was a small city, up to 10,000, or maybe 15,000 population, in a close environment. It was a small town, with two to three gas stations, a small mall, ONE police station, a small jail, a fire department, one working hospital with two out of service, one high school, an elementary school, a middle school, small college, small subway network, hardly a need for any sort of mass transit, much less a fracking TROLLY. There is a small rail yard on the north west corner, a small river flowing through, and only three or four hotels. There was even a bus station. A power plant ? No, that was a factory, abandoned and used by corporate entities (Umbrella).
Raccoon was set up like an experimental city. One good look at it, and it looks, or looked cute. Aw, a tiny town. Its inhabitants were cultivated, specifically to one day be tested in an viral outbreak zombie apocalyptic environment. It was a perfect and peaceful town. Everyone seemed happy and prosperous. Crime was low. The police were a model example of what police are supposed to be like. But it was a small city. It was almost like a set. A stage.

I haven't read the books or really played the games that much, but much of what we see is from the movies... especially the first 2. From some of the shots, like from gates that kept everyone in to the city center where the bomb was detonated. It is like trying to piece all the different aspects of the MCU (Marvel Continuum Universe) with all the comics / TV Shows etc.
Heck, we don't even know what state Raccoon City is in. Rp-wise it does provide a wider field of play, so to speak.

I marked the coordinates of the best possible location with regard to geological, weather, terrain, and seclusion, as well as proximity to various locations it would be close to according to the games and books. The movies are nonsense. Never go by the movies, EVER. The books should be 1st to go by, then the games, and never the movies, unless they are based on the books and games. Movies are purely for entertainment, and for money, not for the fans.

See, I would lean to not going with the games. They are there just for action value and nothing else. I agree the books are a good resource, though.

But the games are the inspiration for the books, at least the older games are, before Resident Evil 4. It is the movies that are the action packed nonsense that ruin the image of the games and books.
Check the following coordinates out:
37°40'47.86"N 79°48'50.16"W
Notice the river, the mountains, the forests, how secluded it is, and the few roads leading in and out of the area, along with the random patches of grasslands in the hilly areas. In another realm, perhaps in the Resident Evil universe, Raccoon could exist right there. Of course, humans would have altered the terrain at the site, and possibly made some lakes, but that location, it is surrounded by small mountains, is secluded, and has the perfect weather for a Raccoon City location. It is also perfect for building deep underground bunkers, or facilities.
