This is my character Tabiris Rei, what do you guys think?

That looks cool, I dont think SCV will be able to bore into you much on this one because of your art style and that it looks so good. The only problems I have is that his head could be ssslightly bigger, and you might want to change his expresion to more of a 'wtf!?' rather than a 'not again...'
There is also the slack in the chains, but I'm just getting picky now, and its isn't that easy to make them curve in the right direction.

The placement of the quote also isn't very effective. Perhaps if you dropped the alpha slightly and put 'unidentified' in the top left and the 'me' one in the bottom right...well, that would just be my style.

Over all I give it a 4.3/5

And to save SCV the trouble, 'There is room for improvement'.

Thats the same expression my character always wears... and it expresses how he feels... he's not 'like wtf?' he's not even like 'not again'. He's content.. not happy but content. I think his head is the right size too, his body may seem bigger because of the chains around him, but if you strip those away with his eyes and go back into his basic form he's the right poportion... at least I think so... also the chains are loose and not taught, because he's not really being confined too strongly... because he's not really trying to get away....

Though putting the text in better places might have been a good idea, i'm not going to edit my picture just for that.

i think SCV might said "detail is Great, Head slightly big? no problem."
As I would said:"OmG, same as avatar, can't you change his expression once a while......"

um... that avatar is just a colored inversion of this picture.... o,O

Also his expresion doesn't change much because of his nature.

he getts annoyed someimes like in my sig.

Change it's perspective will give a storming effect that what i can only hint.

Thanks for the comments, but changing the perspective would be a whole new drawing, and the storm effect would ruin the calm 'I'm ok, I'm just in chains' feel I wanted for the picture.

Can't even make yourself type in a 5/5 SCV? tsk tsk tsk...that isn't very nice. But this art work is unreal, I feel like that dude is about to slice my head clean off. I give it a 10/5 Hope to see more soon *said in a threatening tone*...
